So, if the India vs New Zealand Semifinals are halted due to wild weather on November 15th, the match will be resumed on the reserve day i;e November 16th. 

If the weather on the original match day is adverse, the reserve day provides an additional opportunity to complete the game. However, if rain falls on both the planned and reserve days, prohibiting the conclusion of a result-oriented match, the team with the higher standing on the league stage points table advances to the final. 

In the context of the India vs New Zealand semi-final, if a washout occurs even on the reserve day, then India would progress to the ODI World Cup 2023 final due to their higher rankings in the points table.
