Is impact player rule impactable?

Is impact player rule impactable: Last year, the Indian Premier League (IPL) introduced the Impact Player rule, which sparked interest and promised innovations. In this rule teams are free to switch one player for another at any moment of the game. It was projected as the Impact Player provision would provide a tactical advantage to the teams.

However, a few days before the competition, it was stated that captains could name their playing eleven after the toss, thereby canceling out any advantages the side that used it before.

The question is Is Is impact player rule impactable?

The ‘Impact Player’ rule makes the game more enjoyable for viewers, but it also states that the quality of the game cannot be compromised in order to make it more fascinating.
