All-rounder role
There is no doubt on Rinku’s ability as a batter, as he is quick between the wickets, knows when to change gears and holds the potential to build and finish the innings when required. However, even after having that many qualities, Rinku found himself left out of the squad due to not being able to ball.
Instead of him, the selectors have opted for Shivam Dube, who is also a left-handed aggressive batter but with extra quality of bowling those useful overs for you.

Less experience
Rinku Singh is extremely new when it comes to play at the international circuit, as he only played 15 T20Is for India so far, while he is mostly seen in action at the Indian Premier League.
With India seeking an ICC title since 2013 Champions Trophy triumph, the selectors have opted to go with more experienced finisher or lower middle order player like Hardik Pandya or Ravindra Jadeja.

Conclusion
Despite not been picked in the main squad, Rinku is a part of 4-travelling reserves, which means he will travel alongside the selected squad.
He will get the experience of the big stage throughout this tour, and as he is young, if he continues to play in a similar style, we may see his name in future World Cups.
